The Howard Law Journal (ISSN 0018-6813) is published three times per year by Howard University School of Law, whose principal office is located at 2900 Van Ness Street, N.W., Washington, D.C. 20008.
The Editorial Board of the Howard Law Journal invites the submission of articles of substantial legal merit. Authors seeking publication in the Howard Law Journal should submit double-spaced manuscripts. All manuscripts should be accompanied by an IBM PC readable diskette. The Journal assumes no responsibility for the return of any material unless accompanied by a self-addressed stamped envelope. Although the Journal generally gives great deference to an author's work, the Journal retains the right to determine the final published form of every article. As a rule, footnotes should follow the form mandated by A Uniform System of Citation (16th edition), published by Harvard Law Review Association. When submitting an article, please submit pertinent biographical data, business and home addresses, and business and home phone numbers.
